debian/NEWS file does not refer to packaging -- wrong tree?

On 03 Nov 2011, a debian/NEWS file was added to the clicompanion
packaging tree at

  lp:~clicompanion-devs/clicompanion/debian

This file has nothing to do with packaging, and is apparently news about
an *application* config file format change.

Can we *please* do better at thinking about the application and
packaging of it as being two different and separate things? That way,
new files are more likely to get added to the correct tree

Also, please let's create branches, test them, get them reviewed, then
merge them, not do things directly to the trunk, of both packaging and
application.

Meanwhile, I recommend this file be added to clicompanion sources (if
appropriate) and removed from the packaging tree. It does not seem to
actually be used anywhere in the packaging process.

Thanks,

Jonathan
