Yes, I think having whole numbers makes the most sense, and whatever the number is it shold always pick the latest, i.e. opensuse42 would currently run 42.3 and sometime next year opensuse15 (yes the idea of increasing version numbers got lost somewhere along he line) would then run the most current release of the 15 series.
