Binary package hint: compiz

Does Compiz treat the desktop as a "window" for visual effects; for
opacity and such?  I want to make my computer have a (close to) black
backgroud with just the window I have open lighten up (and the other
windows just opacitified in the background).  I tried a few things in
Compiz - is this possible?
