After talking with mac_v on IRC he suggested to search gconf for
"scroll_enabled" which on my system did not produce any results.  These
leads us to the idea that the gconf was deprecated.

Saivann: I can't find the code that you linked to from the original bug
report to disable this by default, no I'm not even sure what the change
was that was made.  The link that doesn't work:
