[Bug 444624] [NEW] Scale should allow "timestep" to be set to 0


Public bug reported:

Binary package hint: compiz

"Timestep" controls the "bounciness" of scale. Right now, it can't go
lower than .1. It should be possible to completely eliminate bounciness
from scale.
