[Bug 455900] [NEW] closing launched windows does not return focus to original windows, this is bad for accessibility

This bug was introduced with the fix for this bug:

Steps:
1. Open a terminal
2. Type "gedit"
3. Use Alt-F4 to close Gedit
Expected:
Focus returns to terminal and you can type in it
Result:
Focus is lost and you can type where your mouse cursor happens to be pointing
Note that this is very serious for blind users or users who can't use a
mouse for other reasons. Please either fix this or revert the change.
