[Bug 458051] [NEW] static switcher fails to switch when the mouse is in certain locations

Sometimes when I alt-tab, the static switcher sometimes fails to
actually change focus. It'll highlight the new window that should be
selected, but when I release alt, focus goes back. Moving the mouse to
new locations makes the behavior appear and disappear.
To reproduce:
1. Work normally for a while
2. Notice that after alt-tab, I'm still typing in the old window (often happens when I'm trying to toggle back and forth between two windows).
3. Move mouse cursor somewhere else on the screen
4. Alt-tab (focus changes correctly)
5. Move mouse back to the "broken zone"
6. Alt-tab (focus does not change)
7. Alt-tab,tab,tab (highlight moves around), release alt. Focus goes back to where it started.
8. Click a window to manually focus it. Move pointer back to the broken zone.
9. Alt-tab (focus does not change)
The last time this happened the "broken zone" seemed to be the location
where the static switcher puts the second row of thumbnails (out of
three rows). It does not seem to be related to which window the pointer
is over.
This is a regression introduced in Karmic: Jaunty does not have this
bug.
