[Bug 518200] [NEW] Compiz - some applications and popups open on wrong monitor

My laptop has an external monitor attached via a VGA port. The main
display (with Gnome panel etc) is the laptop screen and the external
monitor is configured as being the left-most display.

Most applications launch on the active display, however some Java
applications, and any Firefox or Google Chrome popup windows do not.
They always launch on the left-most (external) display when launching
from the right display. If I use xrandr to configure them the other way
around, the problem reverses and these 'problem' applications that are
opened from the external (now rightmost) monitor always open on the
laptop (left-most) display.

In short some applications and popup windows will always open on the
leftmost display regardless of which display they were launched from. It
is only a simple matter of dragging them back over but it is especially
annoying when the monitor is switched off or disconnected from the
laptop. Note that most applications do not have this issue and it
appears to especially affect applications which spawn additional
windows.

Steps to reproduce (with dual monitors):
Go to any ebay listing in Firefox or Chrome and click the 'enlarge photo' button, extra 'popup' window will go to leftmost monitor every time regardless of which display browser is running in.
