[Bug 577806] [NEW] compiz desktop effects lost after logout & login or reboot

When I upgraded from Ubuntu 9.10 to 10.04 lucid, the desktop effects were lost. I could reselect the Appearance, Visual Effects, Extra but after logout/in or reboot they had gone back to none.
Steps to reproduce:
1. Upgrade from Ubuntu 9.10 to 10.04. (might happen with a clean install)
2. After login to your user desktop start an application like Boinc
3. Notice that the applications top name bar or whatever is the correct term, is missing.
4. Also notice not more wobbly window effects when resizing a window.
5. Go to Preferences, Appearance, Visual Effects. Notice that it reset to none.
6. Set it back to Extra.
7. Logout/in, notice how it has been set back to none again.
Expected: Visual Effects should remain at preferred setting of Extra.
The workaround I found was to manually add compiz to Preferences, Startup Applications. If it should have been added there automatically I am not certain but that seems to fix the problem at least temporarily.
