[Bug 578076] [NEW] gtk-window-decorator does not follow CCSM alpha blur window rules

When using compizconfig-settings-manager to enable Blur Window, I set
alpha blur to only work based on this window rule: 'class=notification |
class=Docky'. However, when I set transparency to 50% on any window such
as a terminal, I can see that the titlebar is blurring text beneath it.
This goes against my window rule to only work on notify-osd popups and
the Docky bar.

To fix this, I set /apps/gwd/blur_type to 'none' since I do not want
titlebar blurring at any time. However, other users may want titlebar
blurring based on window rules so I believe this is a bug.

Attached is a screenshot of the titlebar of a terminal blurring when it
should not be. The text incorrectly blurred is "Alpha Blur."
