[Bug 608877] [NEW] Doesn't put newly focused full screen window on top

Binary package hint: compiz

If you maximize a window, then switch to another window, the gnome panel
appears over top of the maximized window as it should.  But if you then
kill the newest window, which then sets the focus back to the maximized
window, the gnome panel stays on top of it.  This happens when
Appearance / Visual Effects is set to Normal, but not when it is set to
None.

1) Set Appearance / Visual Effects to Normal.
2) Hit ctrl-alt-t to open gnome-terminal.
3) Hit F11 to make it full screen.  Gnome panel is hidden as it should be.
4) Hit ctrl-alt-t to open a second gnome terminal.  Gnome panel is revealed as it should be.
5) Hit ctrl-d to close second gnome terminal.  Focus returns to first gnome terminal as it should, but gnome panel is left visible when it should be hidden.

If you start over, setting Appearance / Visual Effects to None, in the
last step the gnome panel is hidden as it should be.
