[Bug 689287] [NEW] zoom is still enabled when different effects are active

I have a completely default installation of Ubuntu 10.10 installed on a
laptop with an Intel grafic card. This is to say i have Visual effects
set to normal under system-settings-appearance.
If I press super+tab and hold super and start using the scroll wheel to
cycle threw the applications, the desktop in the background will zoom as
a result.
If I press super+e and then hold super and scroll the view will zoom
except for the gradient ground.
If i press super+w and holde super and scroll the view zooms.
In all cases zoom should be disabled. The first one has obvious issues
and super+scroll is something that you actually need in that mode. The
two others are just annoying as it dosen't directly conflict with other
functions but they do allow things that just gives messy results.
Also in all cases the view should zoom out before they are started and
zoom back in when they are done. Else it is difficult to see what is
going on.
