[Bug 740899] [NEW] animation- and fade-plugin need to ignore notify-osd windows/bubbles

The animation- and fade-plugins of compiz need to be set to ignore the
opening and closing of notification windows (notify-osd bubbles).
Currently the opening of a notify-osd rendered notification-bubble
flickers, because the two compiz plugins and notify-osd's own opening-
animation conflict with each other. This is a regression from previous
versions of Ubuntu, where we had excluding window-matching rules in
place. As far as I remember the rule read like "title != notify-osd" or
"name != notify-osd". I'm not 100% sure about the correct syntax of
these window-matching rules. We had this as a distro-patch to the
plugins default schema-files.
