[Bug 783614] [NEW] taskbar problems: rearranging tasks seldom possible

Binary package hint: compiz
Try to rearrange tasks on the taskbar. In the Maverick, it worked every
time. In Natty, sometimes a bogus drag-and-drop action seems to register
instead, permitting no such task rearrangement.
How to reproduce: I'm still working on that one. It happens for me very
often, though. I will continue to investigate.
I'm using the "Never Group Windows" option. I've always been able to
move individual tasks in Ubuntu so I consider this a regression.
Besides, sometimes they are rearrangeable, and clearly if we want to be
consistent, I'd rather them always be rearrangeable than never.
