Public bug reported:

non maximize able windows like gnome-control-center, if dragged to the
left or right edge of the screen should not show the grid overlay at all
as it was in Natty. trying to push such windows to an edge of the screen
makes them jump to a random place.

TEST CASE:
1. start gnome-control-center
2. drag it to the left edge of the screen

see what happens.
