Public bug reported:

When using the center drag handle to drag a window, there is inconsitent
behavior between dragging to an edge that does not have an adjacent
workspace, and one that does. When dragging to, say, the left edge of
workspace 1, the window goes into semi-maximize mode. When dragging to
the right, the workspace switches to workspace 2.
