[Bug 837252] [NEW] It is possible to stack windows relative to windows that are destroyed

In this case ::findSiblingBelow returns a destroyed window. This bug can
be reproduced by opening and closing the dash repeatedly and opening
something like mumble which creates and destroys windows very quickly
