[Bug 845235] [NEW] Dual Monitor/nvidia/stacked monitor general weirdness

Setup:
1. Nvidia TwinView with 2 monitors
2. Position monitors in above/below configuration.
3. Bottom monitor is set to main.
When nvidia TwinView is active with two monitors, one's "position" being
set to above (or below), the following things occur:
1. You cannot drag most application windows from top monitor to bottom. It gets stuck at the top bar of the bottom monitor. Using the keyboard to move the window to the bottom screen works (ALT+F7).
2. If the window is placed on the bottom monitor, keyboard commands to resize or snap to grid (CTRL+ALT+KP_5) cause the window to snap correctly to the wrong monitor. For example, if a window is told to maximize on the bottom monitor, it will maximize on the top monitor.
3. Trying to snap on the the bottom monitor (with the mouse dragging to right or left of screen, or dragging to the top to maximize) causes the same behavior as the keyboard shortcuts. In the case of snapping to the top, it often fails altogether. It seems to get confused if it should snap or move to the next monitor.
