  1. Try to drag something from a large background window to a small
  foreground window. For example, a file between two folder windows, or
  selected text from one document to another.
  
  What happens: As soon as you mouse down on the background window, it
  comes to the front, hiding the drop target.
  
  What should happen: A window should come to the front only when (a) you
  mouse *up* on it or (b) you start dragging in it but you are not
  dragging an object (e.g. you're selecting text).
