compiz 1:0.9.6+bzr20110929-0ubuntu2, Ubuntu 11.10 beta

1. Try to drag something from a large background window to a small
foreground window. For example, a file between two folder windows, or
selected text from one document to another.

What happens: As soon as you mouse down on the background window, it
comes to the front, hiding the drop target.

What should happen: A window should come to the front only when (a) you
mouse *up* on it or (b) you start dragging in it but you are not
dragging an object (e.g. you're selecting text).

(This bug is more aggravating while bug 372621 is unfixed, but should be
fixed regardless.)
