Rocko, that "unsightly tearing" is bug 880707.

As for your ongoing framerate problems, I suspect a major factor is compiz starting to draw each frame at an inappropriate time, like very close to the start of the monitor's vertical refresh. I think the fix for that in future will be to enhance compiz to use GLX_INTEL_swap_event. In the mean time, you might be able to work around that issue by setting:
  Detect Refresh Rate = OFF
  Refresh Rate = Double your monitor refresh rate.

Sorry in advance if it doesn't work, but it's worth a try.
