[Bug 914177] [NEW] Screen/windows only partially update


Public bug reported:

Mostly happens in terminals. I notice it most when running irssi in
screen on a remote host. I switch irc channels which should repaint the
entire window (as the whole chat has changed) but only small portions of
the screen get drawn. It doesn't happen all the time, but often enough
to be annoying. I can rule out screen and irssi because it also happens
on the local machine if I open a terminal and just do simple 'ls'. I can
get a terminal window where (for example) the left 50% of the window
contains content, the left 50% is just black. If I press enter a few
times, or open another unrelated app window (like shutter to take a
screenshot of the oddness) it repaints the window.
