[Bug 948478] [NEW] window buttons are not supposed to have tooltips.

compiz bzr3035

1. un-maximize a window
2. place mouse over any of the window control button.

What happens:
you get a tooltip that describes the button name

That should not happen since the Unity design team have had that changed
for a while and I believe the change somehow got lost in the move from
unity-window-decorator ==> gtk-window-decorator
