Public bug reported:

The window decorations, specifically title/menu bars for windows,
disappear for my windows when I maximize any app using the top edge to
maximize a window.

They can usually be re-enabled by using the compiz manager to toggle
window decorations (by checking and unchecking).

I have also found reference that this is happening to other users,
including this method of fixing it which was posted in a blog post from
2011-05-21.
