How to reproduce:
1. open 3 programs;
2. iconize 2 of them;
3. apply show-desktop via ctrl-alt-d (twice, due to bug #878057), so the third window iconizes as well;
4. unminimize one of the 2 windows as of point 2.

you'll see its top bar is unclickable, so you can't move it, nor
minimize, close or maximize.
