Public bug reported:

Some apps like "glxgears -fullscreen" do not use the full screen under
Compiz/Unity. However Metacity and Gnome Shell do successfully enter
full screen in this case.

It seems some apps try to enter full screen using just window size hints
and not the fullscreen hint. I believe this is not uncommon, especially
for non-gtk apps.
