Thank you for taking the time to report this bug and helping to make
Ubuntu better. We are sorry that we do not always have the capacity to
look at all reported bugs in a timely manner. Hopefully this has been
fixed in a recent update.

If not:

Can you run 'unity --reset' and see if that fixes your issue?

If not:

Could you install the Compiz Settings Manager tool from the software
center and take a look at the refresh rate settings under the
"Composite" plugin? Try enabling/disabling 'detect refresh rate' and
manually setting the refresh rate to suit your monitor.
