[Bug 994217] Re: [regression]Smart Window placement places all new windows in the top-left corner

Whenever I launch applications, they start in the top-left corner.
The behavior I expected was that it remember the last position or open
somewhere where my attention is likely to be (i.e. somewhere more in the
center).
- This behavior was working correctly in 11.10
