[Bug 1020029] [NEW] Launcher icons bring application windows in current workspace

Public bug reported:

I use the default 2x2 workspaces, having setup through CCSM (Place
Windows / Fixed Window Placement / Windows with fixed viewport) some
application windows to always open in specific workspaces. The
application windows indeed open in the respective workspaces with no
problem.

After some software update (I can't pinpoint the exact one) I have
noticed that some times (not always) clicking on the icon in the
launcher of an application with a window in another workspace (not the
one I'm currently viewing) brings that window in my current workspace,
instead of switching me to the workspace the window is in. Furthermore,
the window is displayed in a seemingly arbitrary position, with some
parts of it outside the screen.

This problem is perhaps not critical, but annoying at least, as my
intended action is to quickly check a window in another workspace then
return to my current one, without "polluting" it with unrelated windows.
It is a shame this doesn't work correctly, as the launcher makes such a
workflow so easy, needing just two clicks on adjacent icons.
