OK, so I should have done more investigation before reporing the bug :D

Turns out the compiz setting "raise on click" was unchecked in CCSM.

Is that setting change intended for 13.04? I personally think "Raise on
click" should be left on by default as that's the behavior most users
would expect.

- windows don't raise on focus unless title bar is clicked.
+ compiz setting "raise on click" disabled after latest updates, should be enabled by default
