Ever since updating today on 13.04 Windows don't raise when they are
focused unless you click on the titlebar. This was working yesterday. Do
demonstrate the problem I recorded a video.

Expected Behavior: Focus and raise a window by clicking anywhere in the window
What actually Happens? Window focuses, but does not raise above others unless title bar is clicked.
