[Bug 1158534] [NEW] Window is no longer grabable after de-maximize using double click

Public bug reported:

If I maximize a window then de-maximize by double clicking the title bar
at the top, the top of the window is no longer grabable. The only way to
manipulate the position of the window after that is with alt-click drag.
