Public bug reported:

Ubuntu 13.04 x64, gnome fallback (but happens also on Unity), nvidia
drivers 304.84, compiz 1:0.9.9~daily13.03.29-0ubuntu1

If an application window is opened already maximized, the title bar and
buttons are not accessible (mouse clicks are handled by the underlying
window or by the desktop). If I unmaximize (alt+drag) and remaximized
the window, the issue disappears. If I open an application unmaximized
and then maximize it, there is no issue.

How to reproduce: open gedit, maximize, close, reopen, you cannot
unmaximize.
