Public bug reported:

The title may not be a correct description of the underlying fault as I
haven't investigated the actual event dispatch pipeline.

However, the result of this bug is that clicking on a close control
actually closes a window further behind in the view-ordering stack,
leaving the foreground window still running.

It becomes almost impossible to close the window using the mouse, and
it's not obvious how to reset the ordering. Also in the meantime a
variety of other, unknown windows get closed down while you attempt to
close the foreground window.

This issue arises with Lubuntu 13.04 Beta 2.
