[Bug 1170508] [NEW] Alt-Tab should not be transparent in Low GFX Mode

Public bug reported:

In Unity's low gfx mode, the dash transparency and blur is [correctly]
disabled. However the alt tab switcher *only* has the blur disabled but
is still transparent. This makes for severe readability and usability
issues because the text becomes very unreadable when there is "busy"
stuff under the alt tab switcher. In Low GFX mode the alt tab switcher
should be opaque like the dash.
