[Bug 1176815] [NEW] Windows jump to other workspaces after multiple monitor reconfigurations

This is a fairly non-technical bug report, but something I find
extremely annoying and other people as well on the internet, but no bug
report was reported until now.

My setup is like this, I have a laptop and an external monitor (both
same resolution) at work. My day goes like this, at work I connect the
monitor, when I go home I unplug it, and in the evening I use my laptop
without an external monitor.

What happens is that all windows keep jumping from workspace to
workspace after these reconfigurations. (I have quite a lot of programs
I like to leave open, with a lot of small windows, plots, histograms,
...) and these just get all scattered. I have 4 columns and 3 rows of
workspaces.
