Public bug reported:

After upgrade to 13.04, then some application opens full size window, i
can't pick it by clicking on title. But after resize title bar works
normally.

To reproduce:
1) Open VLC/Gedit/LibreOffice...
2) Click "Maximize"
3) Close application (it saves window state)
4) Open application again, it opens on full size
5) Try to click on window title bar

[What expected]
Window get focus.

[What happened instead]
Window lost focus. Some other application under title bar take it.
As you can see on screenshot, desktop menu appears then i click right mouse button on VLC title bar.
