I am also using Gnome 13.04 + Gnome Fallback + Compiz. I tried the
workaround you suggested but it did not work for me. Any other
suggestions? Is there something else I must do?

I too am still experiencing this issue and have been dealing with it for
months. It's starting to get ridiculous. Why is the compiz team not
working on this? This bug affects my notebook and my desktop. It
certainly must be affecting a far greater number of users than 478. That
is just a small sample. Something needs to be done about this BS. I wish
I was technical enough to do it myself.
