[Bug 1265680] [NEW] Smart windows placement issue places windows behind the upper task bar

Public bug reported:

Each time the windows manager attempts to place smart a window, it is
placing the window too high.

For example 5 % of Skype's window is covered by the upper task bar. They
contain the menu bar and the close button for Skype. Now that this is
covered, I am unable to move nor close Skype. IMO this puts users off
and makes usability worse than without the window manager.

It is getting on my nerves and hope you can supply a patch real very
soon.

Thanks
Michael
