[Bug 1300393] [NEW] Connected external monitor causes very high cpu usage by compiz

Public bug reported:

Steps to reproduce: connect a external monitor an login to unity -> the
cpu usage of compiz increases insanely high by just moving some window
around. In this state unity is not really usable.

There is no difference if the external monitor is used for output or
not. It just have to be connected when login. And there are no problems
when the monitor is unconnected when login and connected after.
