I've been having this issue on my laptop since some earlier versions of
Ubuntu

Steps to reproduce:

1. Plug in external monitor to laptop
2. Log out or restart
3. Log into user account
4. Watch compiz process consume high cpu usage causing the entire desktop become so sluggish
