Public bug reported:

Drag the window toward to the top panel and release quickly (like throw
the window to top panel). It's shows maximize overlay and freeze system
immediately. Only UI freeze, I can still access text mode terminal
(CTL+ALT+F1).  I have attached a screenshot. When i did the same things
slowly then it's behave normally.
