[Bug 1376084] [NEW] Maximizing windows by alt+dragging to top moves window to the above workspace

If you overshoot the top of the screen, when moving the window to the top (as
can happen when you do this quickly and crash your cursor into the top of the
screen), your window maximizes in the workspace above.

Steps to reproduce:
1. Open a gnome-terminal.
2. Place the gnome-terminal window in the center of your screen. (80x23 seems
   like a good size)
3. Move your mouse to the middle of the gnome-terminal window.
4. Alt+click the gnome-terminal window and hold. Your cursor should switch to
   the move cursor
5. Drag the window up to the top of the screen.
6. While holding the window, attempt to overshoot a bit past the top of the
   screen. Your cursor will stay at the top of the screen, as will the window.
   This is correct so far.
7. Let go of the mouse button. The gnome-terminal window now maximizes in the
   workspace above (or below, if it's wrapped around).
