[Bug 1379142] [NEW] Edge flipping not squar edesktop

Public bug reported:

I have dual screen setup and those screens have different sizes. For
sake of simplicity lets say that screen1 is taller than screen2 and top
edges of screens are aligned. Now, if I move window to botton edge of
screen to desktop doesn't flip.

I.e. it looks like that compiz only looks at 'global' edge of whole
desktop eventhough parts of that edge may not be accessible because
actual screen displaying it may be too small.

Expected result: desktop should flip even if I move window to the edge
of smallest screen.

Thanks!
