Title:
  Cannot create a followup if i am not admin

Status in OpenERP Addons (modules):

Bug description:
  In both trunk and 6.0.3, it is not possible to create new follow up
  rules if we are not logged in as the admin user.

  By default, there is no access group defined to access to the
  possibility to create new rules. The possibility to modify/create a
  new follow up rules needs to be linked to an access group (Accounting
  / Manager, for example).

  Steps to reproduce:
  - Install the module account_followup (as admin)
  - Go in Accounting > Configuration > Miscellaneous > Follow Ups and create a new one.
  - Log in as an accounting manager (with all the access groups linked to the accounting)
  - Try to create a new Followup rule
  --> Not possible. View is in readonly.
