I have checked your Issue at my end.
yes, you are right Mr.Joshua Element Green.The functionality of highlighting the invalid fields in red seemed is better than the  error dialog.I attached the video for batter understand.

so I am setting this as low priority  for usability Issue and assign to
web team.

  "The following fields are invalid" dialog is too quick

Bug description:
  With OpenERP 6.1 RC1 the error dialog which displays "The following
  fields are invalid" is too quick and sometimes pops under other
  dialogs which are on the page.  The previous functionality of
  highlighting the invalid fields in red seemed better, so this seems
  like a regression.
