[Bug 2110540] [NEW] needrestart always reports that wsdd-server needs restarting

Description of the problem
When wsdd-server is installed needrestart always reports that it needs to be restarted.
Steps to reproduce:
1. Start an Ubuntu 24.04 VM.
2. Run sudo apt update && sudo apt install -y needrestart wsdd-server
3. Run sudo needrestart -r l
Expected result:
wsdd-server not to be present in the list of services that need restarting because it's only just been installed.
Actual result:
$ sudo needrestart -r l
Scanning processes...
Scanning candidates...
Scanning linux images...
Running kernel seems to be up-to-date.
Services to be restarted:
systemctl restart wsdd-server.service
No containers need to be restarted.
No user sessions are running outdated binaries.
No VM guests are running outdated hypervisor (qemu) binaries on this
host.
How reproducible is the problem:
The problem happens every time.

Ubuntu 24.04.1 LTS
needrestart 3.6-7ubuntu4.5
Additional information
The problem was reported upstream in https://github.com/liske/needrestart/issues/271 and has been fixed in this commit: https://github.com/liske/needrestart/commit/41f75de00dc2ae6a31d54c7e692b21d8697a5669 which is in the v3.9 version of needrestart. This is a request to backport the fix as the commit doesn't apply cleanly to v3.6.
