Title:
rust-coreutils: missing '-T' flag with install

Status in nss package in Ubuntu:
  New
Status in rust-coreutils package in Ubuntu:
  New

Bug description:
The builds of 'nss' are failing with the error:

  install -m 755 -T /<<PKGBUILDDIR>>/dist/bin/addbuiltin debian/libnss3-tools/usr/bin/nss-addbuiltin
  install: Unimplemented feature: --no-target-directory, -T

  The full log is at:
  https://launchpadlibrarian.net/795420781/buildlog_ubuntu-questing-
  amd64.nss_2%3A3.111-1_BUILDING.txt.gz

Checked 'install --help' from rust-coreutils and indeed there are few
  flags which are unimplemented.

  # install --version
  install 0.0.30
