[Bug 2115499] [NEW] malcontent-gui icon hidden in jammy

[ Summary ]

The application entry/icon is included in the malcontent-gui debian
package, but is hidden from users. Since there is no way to access
malcontent-gui other than the command line in 22.04, we would like to
un-hide the application shortcut. This will enable users to open the
malcontent UI without opening a terminal. This doesn't effect later
Ubuntu releases as the users panel in gnome-control-center has an entry
point for malcontent-gui.

We should simply remove NotShowIn=GNOME; from the desktop file.

  * Only means to manage parental controls is with launching malcontent-
control from a terminal

[ Test Plan ]

  * Install malcontent-gui
  * open GNOME applications spread. Look for malcontent application icon or use search bar for “parental controls”

[ Expected result ]

  * Icon appears and is usable. Launches malcontent-control

[ Actual result ]

  * Icon is not present

  * None, this simply shows the icon
