The Indonesian Open Technology Foundation (Yatti) supports the
development of an English for Indonesia locale for Linux (en_ID).

While English is not widely spoken in Indonesia as a proportion of its
total population, it is still used widely in business and the
professions and by the urban middle class.

Probably 3-5% of Indonesia's 255 million people use English on a daily
basis (~, or three times the English-speaking population of Singapore.

The en_ID locale conforms to Indonesian standards relating to country
codes, currency, time and date formats.

Combinatorial locales present unsatisfactory compromises and lead to
inconsistency across systems within the country, creating confusion.

There is no satisfactory combination of existing locales (eg, en_US
language with id_ID region) that accommodate English language and region
settings.

The en_ID locale is currently used in the Ubuntu Indonesia desktop
distro.

Current justification:
- Indonesia's population: 280+ million (up from 250M in 2015)
- Major tech sector growth with multiple unicorns (Gojek, Tokopedia, etc.)

- ASEAN economic integration driving English adoption
- Estimated 10-15 million daily English users (5%+ of population)

I will be submitting an updated patch to the libc-locales mailing list
shortly. The locale has been field-tested and is ready for inclusion in
glibc.

Would it be appropriate to reuse this bug for the v2 submission, or
